MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  September 21, 2009
Present:  John Makuc, Peter Kolodziej and Robert Annelli
Also Present for Parts of the Meeting: Peter Vallianos and John Dinan

The meeting began at 3:40pm
1.  Peter Kolodziej had a letter regarding the property at 111 Chestnut Hill Rd.  The owners had previously had some composting toilets which were still functional but the grey water system had failed.  It was then decided to put in a fully compliant Title V septic system, which has since been installed.  The property has an old shallow well which is functioning ok but they were advised that it wasn’t the safest water supply and was very susceptible to outside contamination.  The buyers are looking to close on the property but the Board of Health was holding the septic Certificate of Compliance until it was proven that there was an adequate water supply.  The bank will not release the funds for the buyers to purchase the property until the Certificate of Compliance has been issued.  The new owners attorney has stated that the current well is being treated with ultra violet light as well as with a Culligan Water Conditioner with sediment cartridge but that once the purchase of the home is completed Mark and Bettina Schwartz will drill a new well as they realize the potential problems associated with the existing shallow well.  The Board agreed to issue the Certificate of Compliance.
2.  The Board reviewed the file for 212 Blue Hill Rd.  The current owners have spoken with Peter about putting an addition on their home and they aren’t sure if their current septic system is up to Title V standards.  Peter informed the owners that the Board would need to look at the current system, the proposed plans, current and proposed floor plans, design flow, etc before giving a definitive answer.  The Board thought it would be helpful to see what the assessors had on file for the property and floor plan.  It was determined that there are 2 buildings on one lot.
3.  Mail was reviewed.
4.  The Board reviewed the reports for a positive rabies raccoon that was exposed to two dogs in Monterey.
5.  There was a complaint about a dog owner on Main Rd not properly caring for their dog, John and the ACO are going to make a site visit and check on the situation.
